The European Union of Judicial Officers (UEHJ), represented by Małgorzata Pędziszczak, member of the UEHJ Executive committee, had the honor of participating in a conference organized by the Chamber of Judicial Officers in Katowice, dedicated to one of the key issues for the future of the profession – the system of financing judicial enforcement in Poland.
The event brought together nearly 80 in-person participants and over 600 online attendees, confirming the strong interest in this topic among both practitioners and academic circles. Representatives of the Ministry of Justice were also present, underlining the importance and relevance of the discussion.
The conference featured a wide range of perspectives – from the practical functioning of enforcement costs to the broader economic and social context of fee structures in enforcement systems. Key presentations addressed:
- the current model of enforcement financing in Poland and its historical development,
- the impact of enforcement fees on the efficiency of proceedings and access to justice,
- the potential for introducing alternative mechanisms to support the financial independence of judicial officers.
Małgorzata Pędziszczak presented financing models of judicial enforcement operating in selected European countries. Her presentation served as a valuable point of reference for comparison and reflection on possible directions for reform in Poland. The comparison of various European solutions – from publicly supported systems to purely market-based models – sparked lively discussions in the margins of the event and inspired participants to further analysis.
The conference also provided an opportunity to strengthen ties between the Polish enforcement community and European structures. As UEHJ, we are pleased to see the growing interest in international exchange of experience and best practices in the field of judicial enforcement.
