Every three years, the International Union of Judicial Officers organizes its statutory international congress. The 24th International Congress of Judicial Officers was originally scheduled to be held in Dubai (United Arab Emirates) from 29 March to 1st April 2021, with the theme: “Cyberjustice: new opportunities for the judicial officers”.
This specific date was chosen to allow the participants to take advantage during their stay, to visit the World Expo being held at the same time in Dubai, whilst also not having to suffer the extreme summer heat in the Emirates.
The Covid-19 health crisis is impacting us all, and in addition to the terrible human tragedies, it has presented economic consequences which are difficult to assess.
Assuming the worst of the crisis is now behind us and in hoping that there will not be a second wave, we still face significant economic uncertainty in the coming months.
In this context, it is impossible to anticipate the level of participation in the Dubai congress, due to various understandable current concerns. However, it is necessary that registrations can be made several months in advance, to ensure best value airfares and the maximum number of hotel registrations, which is fundamental for the budget of the UIHJ.
In sharing these same concerns, the Dubai authorities have decided to postpone the World Expo for one year. It will now take place from 1st October 2021 to 31st March 2022.
The Dubai Courts, co-organisers of the congress with the UIHJ therefore suggested that the date of the UIHJ Congress should be postponed.
However, in accordance with the statutes of the UIHJ, the next international congress must be held in 2021. This is the reason why, in consultation with the Courts of Dubai, the board of the UIHJ has decided to postpone the 24th International Congress of Judicial Officers, which will now take place from Monday 22nd November to Thursday 25th November 2021, on the theme: “Cyberjustice: new opportunities for the judicial officers”.
These dates coincide with the annual Permanent Council of the UIHJ in Paris. That is why we have chosen the date of 22nd to 25th November 2021, which will allow the annual Permanent Council of the UIHJ, to be held in Dubai, at the same time as the International Congress, in compliance with the statutes.
This date will also allow the participants to take advantage of the Dubai World Expo, during their stay in Dubai, with the added benefit of optimal November temperature in the United Arab Emirates.
