The Judicial Officers Association of Germany (DGVB), represented among others by its European Affairs Officer and member of the European Union of Judicial Officers (UEHJ), Doreen Donner, visited Vienna on June 2, 2026, to learn about the digitalization of the Austrian enforcement system and to deepen professional exchange with Austrian colleagues.
The delegation consisted of Deputy Federal Chairman Thomas Hannß, the DGVB’s European Affairs Officer Doreen Donner, and the Bavarian State Chairman Matthias Goess.
The focus of the visit was the presentation of Austria’s digitalization strategy in enforcement. The hosts showcased the mobile enforcement application MoVo, digital case management, and integration into the judicial claims management system. Particularly impressive was the consistent digitalization of the entire enforcement process, from preparation of enforcement actions to mobile processing in the field and the automatic creation and filing of all documents in the electronic case file.
During the demonstrations, the delegation members were able to observe the practical use of the mobile application. Among other things, digital route planning, automatic registry queries, mobile documentation of enforcement actions, GPS-supported quality assurance, and the immediate creation of enforcement reports and records were presented. The seamless digital workflow clearly demonstrated how modern technologies can support the daily work of judicial officers and reduce administrative effort.
In addition to the technical presentation, the visit provided ample opportunity for an intensive exchange of experiences regarding organization, digitalization, and future challenges of the judicial officer profession in Europe. Similarities and differences between national enforcement systems were discussed, as well as potential developments in electronic enforcement and international cooperation.
The German Judical Officers Association would like to express its sincere thanks to the Austrian Federal Ministry of Justice and the participating colleagues for the warm welcome, excellent organization, and the opportunity to gain comprehensive insight into Austrian practice. The visit once again demonstrated the importance of European exchange for the further development of the judicial officer profession and highlighted the value of mutual perspectives on innovative solutions for everyday professional practice.
Following the visit, the professional dialogue that had begun was continued. At the request of the Austrian hosts, the DGVB established contacts with German and international counterparts, including an expert in enforcement involving crypto assets and the President of the UEHJ, in order to further promote European exchange.
